This is from the latest email from the Pawlenty campaign:

We implemented new, rigorous education standards to hold our schools accountable for results. We offered school districts the opportunity to adopt a 21st century approach to paying teachers -- incentives for results, not just for seniority.

And now, our students' test scores are on the rise.

Regardless of whether incentive pay is a good or bad idea, T-Paw is trying to link incentive pay to higher test scores. This is specious. Not only is incentive pay brand frickin' new, to date not a single teacher has received a special incentive bonus. Politicians love to make the post hoc ergo propter hoc argument.
