Mr. Bush: anyone can promise more aid to Africa. It's actually delivering the aid that's the important part:
Downing Street hailed a promise by George Bush to double aid to Africa yesterday, saying it helped Tony Blair's big goal of boosting aid to Africa by $25bn by 2010.
But Mr Bush's offer, centering initially on a $1.2bn injection to cut malaria deaths in half by 2010, was greeted sceptically by aid agencies, some of whom claimed the bulk of the money was coming from already earmarked US funds and was anyway likely to be rejected by a Republican Congress.
Bush has made these promises before. I hope he follows through this time.
