From the NY Times:
Iraq's Shiite and Kurdish leaders quietly adopted new rules over the weekend that will make it virtually impossible for the constitution to fail in the upcoming national referendum, prompting Sunni Arabs and a range of independent political figures to complain that the vote was being fixed.
...Under the new rules, the constitution will fail only if two-thirds of all registered voters - rather than two-thirds of all those actually casting ballots - reject it in at least 3 of Iraq's 18 provinces.
The change, adopted during an unannounced vote in Parliament on Sunday afternoon, effectively raises the bar for those who oppose the constitution. Given that fewer than 60 percent of registered Iraqis voted in the January elections, the chances that two-thirds would both show up at the polls and vote against the document in three provinces would appear to be close to nil.
Kevin Drum and Atrios have already weighed in. Let me add this: what better way to assuage the fears of a disenfranchised minority than to draft a constitution they can't support then lower the bar for adopting it. Remember, the first plan was to pass the constitution by consensus. Now the Shia and Kurds are giving a big F U to the Sunni.

BTW, Ba Ha Ha about convinced me that hip hop is now dead. When two guys in their thirties talk about which NWA songs they like best, it's gotta be the death knell for that form of popular music.

ahhhh...NWA. cp thinks that hip hop isn't so much dead as it has become accepted like rock n' roll. this means 90% is mor crap but there is some stuff out there that can still mean something. Everyonce and a while a mainstream act will come along but most of the good stuff stays low to the ground.
As for NWA...we like 8 ball the best.
