A law of averages

Apparently, some commentators are suggesting that a 25-30 vote swing in the House would be average or below-average for the results of a 6th year election. In other words, Bush is exceeding expectations again. Bully for him -- until you look at the numbers:

1958: 49 seats

1966: 47 seats

1974: 49 seats

1986: 5 seats

1998: 5 seats

Wasn't there some significant legislation in around July, 1964 concerning civil rights that led a lot of angry, racist people to leave the Democratic party from 1964-1966? And wasn't there some watershed event that opened the gate before the 1974 election that affected results?
