The Iraqi government has failed to meet any of its targets for reform. President Bush is to inform Congress of this unhappy news this week.
Surge or no surge, the only solution in Iraq is political. Theory was that a surge in combat forces would reduce violence enough to give the political process time enough and air enough to move toward conciliation. (Theory also was that the surge was going to temporarily increase violence, but the surge policy like a Monet print does not withstand close scrutiny.)
How long should American soldiers die for a government that refuses to take any action at all?
