I don't understand how

Sen. Smilin' Norm Coleman (R-MN) approval rating among Minnesotans is holding more or less steady according to SUSA. Steady, but sucky: 51% approve. He's tied for 75th most popular Senator (Mark Dayton would come bottom in the whole world, but that particular pleasure goes to Rick Santorum.)

What I don't really understand is why 73% of Black Minnesotans approve of the job Coleman is doing. Might have something to do with the fact that only 18 or so Black Minnesotans were polled. How else can you explain this chart showing a 78 point positive swing among Black Minnesotans in 2 months?
