LIHEAP: finally
We're finally seeing some action on LIHEAP funding. Unfortunately, it sounds like the result is not what Norm Coleman thought he was going to get. A $1 billion advance on next year's LIHEAP funding. Sigh. I'm sure next winter will be warm and natural gas prices will be low. We're kinda counting on it.
